Where is the best place around to buy bulbs and rubbers and things like that?
I would prefer to buy local and save the shipping if possible.

For local you could try Darryl at Intercity Leisure.Not sure what he has or prices.
I buy all my stuff state side
Most of the time I order from PinballLife.com for generic stuff like you are looking for.........prices are fair.
